Addressing Ambiguities in Pool Pump Star Ratings

In early 2023, following industry feedback, SPASA sought clarification from the Department of Climate Change, Energy, the Environment and Water (the Department) regarding an ambiguity in the calculation of the Star Rating Index (SRI) for swimming pool pumps.

Resolving Inconsistencies in Energy Efficiency Ratings

Through ongoing discussions with the Department, SPASA has worked to address inconsistencies in the GEMS Determination 2021 that have led to variations in energy efficiency ratings for certain pool pumps.

The issue arose from the use of nameplate input power in the SRI calculation, which could sometimes result in star ratings that did not accurately reflect a pump’s real-world energy performance. This misalignment had the possibility to cause confusion for consumers, making it harder for them to make informed purchasing decisions.

Industry Consultation

In response, the Department released an Options Paper outlining potential solutions, and sought feedback from manufacturers, suppliers, and other industry stakeholders to help shape any necessary changes.

SPASA Industry Stakeholder Meeting

As part of this process, SPASA hosted an Industry Stakeholder Meeting on 21 March 2025, bringing together key pool pump manufacturers to discuss the proposed changes. These industry attendees were drawn from SPASA’s relevant existing advisory committees, as well as those who responded to email invitations sent to key stakeholders directly from the Department.

Representatives from the Department were in attendance to present the options paper and answer questions, providing a crucial opportunity for us to clarify next steps in maintaining the integrity of the Star Rating system, ensuring more accurate energy labelling, and empowering consumers with reliable information.

Outcome

The Industry Stakeholder group were able to reach a consensus as to the preferred option. SPASA believes the group’s position is in the best interests of the industry, and the consumer, and will ensure a fair and level playing field for manufacturers which in turn will lead to increased industry and consumer confidence in the star ratings assigned to pool pumps. The group’s position has formed the basis of SPASA’s submission to the consultation.
