February 25th, 2026

Background

As part of an ongoing review of inspection policies under the Planning, Development and Infrastructure Act 2016, the State Planning Commission recently prepared a discussion paper on inspection policies, with consultation responses to inform updates to Practice Directions 8 and 9.

What are key matters raised by SPASA?

SPASA has made a submission which addresses key areas for the swimming pool and spa industry, which include:

  • A focus on Practice Direction 8, as it relates entirely to pool inspections.

  • Reiterating the distinction between a temporary pool fence, and a permanent safety barrier.

  • Clarifying council’s mandatory inspection requirements.

  • Maintaining the inspection triggers at the point when the pool is ‘filled with water’ and when the permanent barrier is completed.

  • Broadening the pool of pool inspectors.
