SA – PDI amendments affecting planning assessment

On the 10th of November PlanSA made the Planning, Development and Infrastructure (General) (Miscellaneous) (No 2) Amendment Regulations 2025.

Of key relevance for SPASA members were the changes which:

  • In response to the Expert Panel Report Recommendation 5 Phase 1, and amendment to regulation 25, the DAP has been updated to remove the ability for Accredited Professional – Building Level 1 to assess planning consents.

  • In response to the Expert Panel Report Recommendation 22, regulation 65 has been amended, and the DAP has been updated to require that where an accredited professional has granted a planning consent, any minor variation to the planning consent after final development approval must be assessed by a council assessment manager (except where the SPC issued the approval).

  • Clarify exemptions for tree damaging activity in close proximity to a dwelling or swimming pool

These changes may affect the length of time it takes for planning applications to be processed.
