From 1 July 2025, the Building and Plumbing Commission (BPC) will officially start

The new Building and Plumbing Commission (BPC) will begin operations on Tuesday, 1 July 2025.

What you need to know

The Building Legislation Amendment (Buyer Protections) Bill 2025 has passed into law.

This together:

  • the Victorian Building Authority (VBA)

  • Domestic Building Dispute Resolution Victoria (DBDRV)

  • the Domestic Building Insurance (DBI) function of the Victorian Managed Insurance Authority (VMIA).

Systems outage

As part of the transition, some systems across the three organisations will be offline between Friday 27 June 2025 and Tuesday 1 July 2025.

Further information about the impacted systems and the duration of any outage is available on each organisation’s website and on the relevant system’s login screen.

VBA360 and eToolbox will be unavailable from 5pm Monday 30 June to 9am Tuesday 1 July.

BAMS, the Find a Practitioner search tool and the Licensing and Registration System (LRS) will be unavailable from 8:30pm Monday 30 June to 9am Tuesday 1 July.

VMIA’s BuildVic portal will be unavailable from 9am Saturday 28 June 2025 to 8:30am Tuesday 1 July 2025.

During this time, you will be unable to apply for or purchase a Certificate of Insurance, apply for a Letter of Eligibility, or check your account.

The VBA announcement advises that builders will not be penalised for failing to apply for or purchase a Certificate of Insurance from the VMIA during the period the BuildVic portal is offline.
