E1 Certifiers:
Persons wishing to be registered as an E1 Certifier in NSW must apply through the Building Professionals Board (BPB).
The Building Professionals Board has created the category E1 – Swimming Pool Certification to increase the number of certifiers who can inspect barriers to pools and spas for compliance with the Swimming Pools Act 1992 (NSW).
Accredited swimming pool certifiers inspect swimming pool and spa pool barriers and issue certificates of compliance or non-compliance under the Swimming Pools Act 1992. To become a swimming pool certifier (category E1 certifier) in NSW, you must apply to NSW Fair Trading and:
Some swimming pool certifiers can complete repairs costing up to $1,000 to make a pool comply. To do so, they must be authorised under the Home Building Act as a swimming pool builder or structural landscaper.

Mutual recognition:
Mutual recognition is available to people who wish to become a swimming pool certifier in NSW and are already registered as a swimming pool inspector in another State.

Important Note:
NSW participants who wish to apply via Mutual Recognition must first complete the 10660NAT Course in Swimming Pool Safety Inspections and become registered as a Pool Safety Inspector in QLD. Once licensed in QLD, you can apply to the Building Professionals Board (PBP) via the Mutual Recognition Application Form, to receive accreditation as an E1 Swimming Pool Certifier in NSW.
Mutual Recognition Process:
The information below explains the simple process for obtaining Mutual Recognition of your QLD Pool Safety Inspectors licence for an E1 Certifier in NSW.
It is important to note that this process may result in you obtaining Accreditation as an E1 Swimming Pool Certifier but will not result in you have the requisite knowledge to conduct pool safety inspections in NSW. The process of mutual recognition does not require you to complete further training, however you will have to consider how you are going to obtain the knowledge regarding NSW legislation and Standards, after obtaining your NSW Accreditation.

A QLD Pool Safety Inspector may apply for Mutual Recognition with the NSW Building Professionals Board to become an Accredited E1 Swimming Pool Certifier.
Note: Although a QLD Pool Safety Inspector may apply for Mutual Recognition as an E1 Swimming Pool Certifier in NSW, it is essential that you also obtain the requisite knowledge required in NSW to be able to conduct an inspection in NSW in the correct manner.
